It really seems to depend on the community/field. What makes me weirdly hopeful in this situation is that Flanders is tiny enough for something like this to reach a very large percentage of all academics across institutions and fields, and it seems like it really is getting support from every corner of academia. That would be hard to do in, say, the US.
